
The Matagnop Solar-Powered Irrigation Project (SPIP) in Barangay Matagnop, Dao, Capiz has officially been completed and turned over to the local farming community. Implemented by the Aklan-Capiz Irrigation Management Office (IMO) under Region VI, the project aims to provide a sustainable and efficient irrigation system that will support the agricultural needs of the area.
The completed works include the supply, delivery, and installation of two solar pump units with complete accessories, well drilling, construction of two pump houses with perimeter fences, two stilling pools, 932.30 meters of bench flume, and three drainage crossings. The system is designed to irrigate a total service area of 30 hectares.
A total of 33 farmers, composed of 25 Agrarian Reform Beneficiaries (ARBs) and 8 non-ARBs, stand to benefit from the project under the Matagnop Royale MultiPurpose Cooperative within the MAM Agrarian Reform Community (ARC). By harnessing clean and renewable energy, the project is expected to support year-round crop production, improve farm productivity, and contribute to the overall stability of the local agricultural economy.

The turnover ceremony was led by the NIA Aklan-Capiz IMO headed by Manager Raymond B. Mojares. The event was graced by key Officials from CARP-IC PMO, NIA REGION 6, DAR and Dao Capiz LGU. Acting PM Engr. Wilhelm S. Tiangco was the Guest of Honor and Speaker. Together with him were Engr. Kyr Vincent Joseph T. Orallo (Senior Engineer A), and Mr. Jose Richard B. Gusi (Administrative Assistant III). From NIA Region 6 representing Regional Manager Jonel Bores is Engr Kervy Ann F. Barlis (Supervising Engineer and CARP Coordinator), Engr. Kenneth M. Lucine (Supervising Engineer), Engr. John Paul M. Vergara (Engineer A), and Ms. Mildred Hautea (Economist A). And Aklan-Capiz IMO team are Engr. Julieta E. Gallardo (Head, Engineering and Operations Section), Engr. John Iran M. Ijeda (Senior Engineer, CARP-PIC), Mr. Asher Ilarina (Institutional Development Officer), Mr. Karl Gumban (Institutional Development Officer), Ms. Karla Albay (SAP/Information Officer), and Ms. Sharalyn Saban (Public Relations Officer).
Local stakeholders and officials also took part in the activity. Present were Ms. Emely E. Magno (Manager, Matagnop Royale MPC), Mr. Rodulfo Escubio (Coop Chairman), and Hon. Rene N. Palomo (Punong Barangay, Matagnop). Invited guests from the local government and DAR included Mr. Roger T. Escleto (Municipal Agriculturist Technologist), and Ms. Alona D. Albances (OIC, PARPO II), represented by Ms. Zenaida A. Andrada (OIC, MARPO, Dao) and Mr. Ruther Faderogao (ARPO). Hon. Jose Jimbo D. Baruella (Municipal Mayor of Dao, Capiz) was represented by SB Member Nelson Estialbo Jr.
With the irrigation system now in place, the farmers of Matagnop move forward with renewed confidence—empowered by infrastructure that supports not only their livelihood, but the promise of sustained rural development.
