
On October 15, 2024, Engr. C'zar M. Sulaik, the Deputy Administrator for Engineering and Operations of the National Irrigation Administration (NIA), led a project inspection of the Bayuyan Small Reservoir Irrigation Project (SRIP) in Brgy. Bayuyan, President Roxas, Capiz. This visit showed NIA’s ongoing commitment to ensuring the successful implementation of irrigation projects that will benefit local farmers in the province of Capiz.
Engr. Sulaik was accompanied by Engr. Reyne B. Ugay the Acting Manager of Engineering Department, Engr. Ariel S. Najera the Acting Manager of Design and Specifications, Engr. Lawrence C. Mosqueda, and Engr. Joshua C. Datol along with the key officials from NIA-Region VI and the Aklan-Capiz Irrigation Management Office (IMO), further emphasized the importance of the inspection.
Among the notable attendees were Engr. Jonel B. Borres, Acting Regional Manager of NIA-Region VI, Engr. Rebecca F. Grana, Acting Division Manager of the Engineering and Operations Division (EOD), Engr. Lucy Grace B. Improgo, Head of Construction Section with Engr. Arien Rey Padillo, and Engr. Jessa Resol, Head of Planning and Design.

The delegation also included Engr. Raymond B. Mojares, Division Manager of NIA Aklan-Capiz IMO, Engr. Jose Protacio Jumamoy III, the newly appointed Resident Engineer of Bayuyan SRIP, and outgoing Resident Engineer Engr. Jay R. Agustin, who provided key insights into the project's status and challenges, facilitated the smooth transition and ensured project continuity. Engr. Jesus Dela Rosa II, along with other staff from NIA-Region VI and Aklan-Capiz IMO, also joined the inspection.
During the site visit, the officials assessed the progress of the project, discussed construction timelines, and identified areas for improvement to expedite completion. Engr. Sulaik emphasized the importance of collaboration among NIA staff and local stakeholders to address the challenges encountered in the project’s implementation. He also assured the team of NIA's continued support in delivering quality irrigation systems to farmers in Capiz.
The inspection concluded with a commitment from all parties to accelerate efforts to complete the project on schedule while maintaining the highest standards of engineering excellence and service. The success of the Bayuyan SRIP is seen as a vital step toward achieving agricultural sustainability in Capiz and the surrounding areas.
