
March 26, 2024- The Multi-Partite Monitoring Team (MMT) for the Panay River Integrated Basin Development Project (PRBIDP) kicks off its first quarter meeting at the Governor’s Hall, Capiz Provincial Capitol, Roxas City, Capiz.
Facilitated by the NIA Regional Office VI Environmental Team and Capiz PENRO, the MMT Chairperson EnP. Ronald Allan Cullo presided over the meeting in compliance with the Environmental Compliance Certificate (ECC) issued for the Panay River Integrated Basin Development Project (PRBIDP) in 2018.
Capiz Governor Hon. Fredenil Castro; NIA-Region VI Acting Regional Manager, Engr. Jonel B. Borres; NIA-Aklan-Capiz IMO Division Manager, Engr. Raymond B. Mojares; NCIP Regional Director for Regions 6, 7 and 8, Atty. Princess May Oral; and Capiz DENR-PENRO PENR Officer Mr. Vincent A. Sardina were present at the event. Also in attendance are representatives from the NIA ACIMO, NIA JRMP2, DPWH, CaPENRO, CENRO-Mambusao, MENRO of Bingawan, Capiz Archdiocesan Social Action Commission (CASAC), Capiz Federation of Irrigators Associations, Indigenous Peoples/Indigenous Cultural Community represented by BM Rafe Laluma; and the ABC Presidents from the Municipality of Dumalag, Panay, Cuartero, Dumarao, Maayon, Jamindan, Roxas City, Mambusao, Pontevedra, Panit-an, Bingawan, and Tapaz.


Governor Fredenil Castro’s commitment to maintaining peace and order, including the support and welfare of the Indigenous People in the project area during the entire implementation was discussed in his message, as monitoring of the project will be spearheaded by the Provincial Government.
Engr. Borres highlighted President Ferdinand "Bongbong" Marcos and NIA Administrator Engr. Eduardo Eddie Guillen's active support for PRBIDP implementation and making the project a priority in the region. He also emphasized the importance of ecological concerns of the project in the Province of Capiz, as well as the Office's willingness to expedite the procedures and adhere to all of the conditions.
The agendas were the discussion on DENR Administrative Order 2017-15, Memorandum of Agreement on the Creation of the Multi-Partite Monitoring Team (MMT), MMT Manual of Operations (MOO), MMT Annual Work and Financial Plan (AWFP), proposed MMT logo and letterhead, and MMT Capacity Building Activity.
The Multi-Partite Monitoring Team meeting for the Panay River Basin Integrated Development Project in Capiz exemplified the values of cooperation, creativity, and shared responsibility in achieving sustainable development goals. As the project develops, such events provide essential venues for building collaborations, promoting dialogue, and setting a roadmap for a more resilient and sustainable future for all stakeholders. With unwavering dedication and joint effort, the PRBIDP may become an example of integrated water resource management and environmental protection for future generations.
