BUCLAO CIS - MONUMENT OF NIA ENGINEERING STANDARD AND TESTAMENT OF PARTICIPATORY APPROACH PROGRAM

Today, May 11, 2025, is the 37th year anniversary of the Turnover of the Buclao Communal Irrigation System (BCIS) to the farmers of Buclao Irrigators’ Association( BIA) in Brgy. Tuyom, Cauayan, Negros Occidental. The turnover that commenced on May 11, 1988, was attended by former NIA Administrator Federico N. Alday, Jr. , local officials of the Province of Negros Occidental led by former Governor Daniel L. Lacson, line agencies, and the whole irrigation community.

After almost four (4) decades, Buclao CIS with a service area of 65.442 hectares tilled by 107 small farmers remain strong and dependable. A monument of NIA Engineering standard and a testament of rewarding result of NIA Participatory Approach Program that empowers the farmers through their Irrigators’ Association.

 

Construction of Buclao CIS started in 1986 which was completed in 1988 under the leadership of Engr. Jose A. Cedeño, NIA Region 6 Regional Manager; Engr. Genaro V. Cacho, Jr. Negros Occidental Provincial Irrigation Officer II; Engr. Jerry E. Gigare, Project-in-Charge; and Florentina Lagarto-Magbanua, Irrgators’ Organization Worker.
