
Executive Order No. 138 s. 2021 emphasizes the devolution of specific functions, services, and facilities of the National Government Agencies (NGAs) to Local Government Units not later than the end of FY 2024. These functions shall include those devolved responsibilities indicated in section 17 of RA 7160 and Section 31 of RA 8435.
A Series of activities will be conducted prior to the full devolution of the Communal Irrigation Systems (CISs) in 2024. As such, Orientations on CIS Devolution to LGUs were conducted to discuss NIA’s Devolution Transition Plan (DTP).
Antique IMO conducted the Orientation/Consultation on CIS Devolution to LGUs in the Municipality of San Remigio on February 24, 2022. Present during the activity from LGU – San Remigio were Hon. Margarito C. Mission, Jr., Municipal Mayor, Engr. Analine M. Guanzon, Municipal Engineer, Ms. Leah Mae Tiozon, Municipal Accountant, Ms. Wilfe Cabrillos, Municipal Budget Officer, Engr. Johnny Tumangday, OIC, Assessors’ Office and Ms. Irene Cajeben, Agricultural Technician while from Antique IMO were Engr. Ma. Elena T. Basco, Acting Division Manager, Engr. Lalaine M. Selerio, Supervising Engineer, Mr. Luis L. Joven Sr., IDO-A/Acting IDS Chief, Ms. Gwendolyn D. Opina, IDO-A, and Mr. Ramon R. Llavan, IDO A.
Engr. Basco elucidated the scope and purpose of the DTP and discussed the responsibilities of each stakeholder. Mr. Luis L. Joven, Sr. presented the status of the different Irrigators’ Associations that manage the operation and maintenance of the irrigation systems. Mayor Mission, on the other, gave a positive response to the turnover of responsibilities to the LGU and assured his full support to the 13 Irrigators’ Associations in San Remigio. Meetings will be scheduled to further discuss plans for the turnover of the 8 operational Communal Irrigation Systems in the last quarter of 2022.
