Republic Act No. 10969, also known as Free Irrigation Service Act (FISA) is a law that aims to provide vital support in lowering the farmers’ cost of production while increasing agricultural productivity through the provision of efficient and reliable free irrigation service. President Rodrigo Roa Duterte signed the law on February 2, 2018, and became effective on February 24, 2018.
The National Irrigation Administration Region VI Public Affairs and Information Staff produced Free Irrigation Service Act brochures. FISA brochures are translated into Inakeanon language which can be easily understood by Aklanon farmers who are the beneficiaries of this law. The Aklan-Capiz Irrigation Management Office distributed the flyers to Irrigators Association Presidents for dissemination to the farmers and encourage them to apply for condonation and exemption of irrigation service fees. Exempted in the payment of irrigation service fees are farmers with less than eight (8) hectares of aggregate landholdings and use the irrigation facilities for agriculture.
